Customs duties are calculated based on: customs value of goods (usually CIF value), tariff code (HS code), origin of goods, and any trade agreements. VAT (22% in Slovenia) is paid on the customs value plus duty and any other taxes (e.g., excise). Example: goods worth €10,000, 5% duty, 22% VAT = €10,000 + €500 (duty) + €2,310 (VAT) = €12,810.
AEO (Authorized Economic Operator) is a certificate issued by customs authorities to reliable and secure companies. Benefits of AEO status: fewer physical and documentary inspections, priority treatment during clearance, easier access to customs simplifications, mutual recognition with other countries (USA, Japan, China...). In some cases, this is possible: goods with preferential origin from countries with free trade agreements (e.g., Switzerland, Japan), goods from GSP countries, autonomous tariff exemptions for certain products, temporary admission for exhibition goods or equipment, inward processing for goods intended for processing and re-export, returned goods. After the UK left the EU, goods are treated as imports from a third country. Each shipment requires a customs declaration, payment of customs duty (if applicable) and VAT. The exception is Northern Ireland, which remains part of the EU customs territory for goods. For goods of British origin, the Trade and Cooperation Agreement (TCA) applies, enabling zero customs rates for goods meeting the rules of origin.
